Kuo Yan-chun runs a book rental store in Keelung. Recently, the shop has lost 20 or 30 comic books. Kuo discovered that a frequent visitor to the shop, middle-school student "Hsiao Ying" (not her real name) was the culprit. The next day, the school's counselor brought Hsiao Ying to the bookshop to apologize. The girl did not admit to having stolen the books. The counselor pointed out that the surveillance camera in the shop had recorded the shopliftings; Hsiao Ying had no choice but to admit to the theft, and she wrote a letter of apology. Although Hsiao Ying promised to pay for a missing volume at the market price of NT$76, she was unable to come up with the money. She then stopped coming back to the bookstore.
After not seeing Hsiao Ying for some time, Kuo began to worry that she had been punished by her school. Her son wrote a letter to the newspaper and contacted the city's department of education asking that the school approach the child's wrongdoing with a light hand, and professional counseling should replace any punishment.
The school principal said that teachers hope that students will correct their own mistakes. They do not threaten the kids to make them recognize their wrongdoings, but rather use reason. This way, corporal punishment can be avoided, as well as the problems of sending cases to the police for handling. The teachers believe, as the old Chinese saying says, that "nothing is worse than apathy."
It turned out that Xiao Ying hadn't returned to the store because she hadn't yet saved up the money to pay for the stolen books.
